A Regra 34 internacional não usa os mesmos significados que certas regras Inland norte-americanas. Um som curto, no caso de 34(a), anuncia alteração de rumo para estibordo, não uma proposta universal para deixar o outro a bombordo.
Misturar as colunas de uma publicação comparativa cria uma regra que não existe. A figura apresenta padrões sem áudio, com contextos declarados.
Os rectângulos curtos e longos codificam categorias de duração; não são uma gravação com intervalos inventados.
Manobra à vista
A condição de 34(a) é navio de propulsão mecânica a navegar, à vista do outro, manobrando conforme permitido ou exigido. Um curto significa alteração para estibordo; dois, alteração para bombordo; três, utilização de propulsão a ré.
O último não prova que a velocidade do casco já seja para ré: a inércia pode manter movimento para vante. A Regra 32 define curto como cerca de um segundo e prolongado como quatro a seis.
Número, duração e estado têm de ser lidos em conjunto.
A alínea (b) permite complementar os apitos de (a) com luz: um, dois ou três relâmpagos com os mesmos significados. Cada um dura cerca de um segundo, intervalo entre relâmpagos cerca de um segundo, intervalo entre sinais sucessivos não inferior a dez segundos.
A luz é branca todo o horizonte, com alcance mínimo de cinco milhas e conformidade com o Anexo I. Não é qualquer lanterna a piscar nem um substituto do apito.
Não importamos a alternativa amarela ou o alcance Inland para este texto internacional.
Intenção de ultrapassagem e concordância
Em 34(c), à vista num canal ou faixa estreita, para o caso previsto em 9(e)(i), dois prolongados e um curto indicam intenção de ultrapassar pelo estibordo do outro; dois prolongados e dois curtos, pelo bombordo do outro. O lado pertence ao ultrapassado.
A concordância dele é prolongado-curto-prolongado-curto, nessa ordem. A necessidade de acção do ultrapassado para passagem segura delimita o contexto de 9(e); a obrigação da Regra 13 permanece.
A concordância não transforma um risco existente numa passagem garantida.
Dúvida e ocultação
A Regra 34(d) exige pelo menos cinco curtos rápidos quando navios à vista se aproximam e não se entendem intenções/acções ou existe dúvida sobre acção suficiente do outro. A indicação é imediata e pode ser complementada por pelo menos cinco relâmpagos rápidos.
Não são exactamente cinco em todas as condições nem uma mensagem genérica de irritação. Em (e), aproximação de curva ou zona onde obstáculo oculta navios exige um prolongado; outro navio que se aproxima e o possa ouvir por trás da ocultação responde com prolongado.
A alínea (f) trata escolha de um único apito quando os apitos estão separados por mais de cem metros. As Regras 33 e o Anexo III tratam aparelhos, não mudam significados por o barco ser pequeno.
Visibilidade reduzida exige ainda consultar 35; chamar atenção e perigo têm referências distintas em 36 e 37. O desenho serve para ler os padrões de 34 internacional, mantendo essas condições.
Não emite sinal, ensina a configuração de um aparelho ou aprova uma manobra.
