Anexos, isenções e auditoria: outras partes da mesma norma
Anexos I–IV e Regras 38–41 têm objectos que não são simples regras de encontro.

Conhecer os números 1–19 não esgota o RIEAM. As luzes e marcas têm requisitos técnicos, aparelhos sonoros têm desempenho especificado, a pesca próxima possui sinais adicionais e o perigo tem identidades próprias.
Os quatro anexos fazem parte da estrutura. A Parte E trata isenções e a Parte F a verificação de cumprimento pelos Estados.
O desenho organiza documentos e objectos, não certifica um barco nem transforma uma leitura editorial em auditoria da IMO. Cada referência tem identidade separada na base de dados.
Anexo I: o desenho não prova a instalação
O Anexo I trata posição vertical e horizontal, separação, sectores, cores, intensidade, marcas e aprovação. Isto explica por que uma luz com cor certa ainda pode estar mal instalada, ocultada ou fora do sector requerido.
O capítulo de luzes representa apenas os sectores nominais da Regra 21; não reproduz as tolerâncias e condições fotométricas completas. A aprovação da construção e instalação relaciona-se com a autoridade competente do Estado de bandeira.
Uma etiqueta editorial de verificado não é essa aprovação nem dispensa os restantes requisitos.
Anexos II, III e IV: sinais não intercambiáveis
O Anexo II complementa a Regra 26(d) para navios de pesca próximos de outros em pesca. Inclui estados de aparelhos e condições de comprimento; não substitui as luzes-base da Regra 26.
O Anexo III trata aparelhos sonoros, incluindo desempenho, instalação e aprovação, não apenas duração de apitos. O Anexo IV identifica perigo e necessidade de assistência e limita o uso desses sinais.
Desenhar uma esfera, uma onda sonora ou um ícone de rádio não prova que um aparelho físico ou uma apresentação cumpra estes anexos.
Regra 38: isenções históricas delimitadas
A Regra 38 relaciona a construção antes da entrada em vigor das regras de 1972 com conformidade com as de 1960 e enumera requisitos que podem ser objecto de isenção. Algumas concessões eram temporárias, outras permanentes.
Não significa que um barco antigo está livre de todas as regras nem que qualquer exemplar anterior a uma data possui a mesma dispensa. É necessário identificar requisito, condição de construção e disposição aplicável.
A data original de entrada da Convenção não deve ser inventada como vigência individual de todas as alíneas posteriormente alteradas.
Regras 39–41: a auditoria é aos Estados
A Regra 39 define auditoria, esquema de auditoria, Código de Implementação e norma de auditoria. A Regra 40 exige que as Partes Contratantes usem o Código no cumprimento das suas obrigações; a Regra 41 trata auditorias periódicas da Organização, administração e facilitação pelos Estados, e acções resultantes.
Esta Parte F foi acrescentada por alteração e entrou em vigor em 1 de Janeiro de 2016, conforme a história da IMO consultada. Não criou um certificado de navegabilidade de veleiro nem um score de segurança para a plataforma.
Uma referência completa identifica a disposição concreta, a versão do documento, a autoridade e a jurisdição. A data em que alguém consultou um PDF não é a data de vigência de todas as regras que contém.
Compare também texto normativo com comentário do editor: uma explicação IH não passa a ser artigo do RIEAM por aparecer na mesma publicação. A divergência confirmada de 35(j) no apêndice inglês IH mostra por que uma numeração familiar não basta para confirmar o conteúdo de uma alínea.
Fonte, versão e passagem exacta ajudam a tornar essa diferença verificável.
