Uma luz tem cor, sector, alcance e posição; um conjunto de luzes comunica um estado ou actividade. São perguntas diferentes.
A Regra 21 define os sectores e a Regra 22 os alcances mínimos, enquanto as Regras 23–31 tratam situações. A Regra 20 dá o âmbito temporal e as condições.
Não se deve concluir “veleiro” a partir de um ponto branco, nem escolher luzes só porque uma lanterna cabe no suporte. A figura mostra os sectores horizontais definidos, não uma instalação aprovada nem a identificação completa de um navio real.
Regra 20: noite, visibilidade e apresentação
As regras desta Parte aplicam-se em qualquer tempo. As luzes são exigidas do pôr ao nascer do sol; outras luzes não podem ser confundidas com elas, prejudicar a sua visibilidade ou carácter distintivo, nem a vigilância.
As luzes prescritas, quando transportadas, também se exibem em visibilidade reduzida de dia e podem ser exibidas noutras circunstâncias quando necessário. As marcas diurnas aplicam-se de dia.
Luzes e marcas têm ainda de cumprir o Anexo I. Uma decoração de convés muito brilhante pode interferir com a mensagem, mesmo que as lanternas prescritas existam.
Regra 21: sectores vistos em planta
A luz de mastro é branca, com 225 graus: de vante até 22,5 graus para ré do través em cada bordo. A luz de bordo vermelha fica a bombordo e a verde a estibordo, cada uma com 112,5 graus, de vante até 22,5 graus para ré do respectivo través.
A luz de popa branca tem 135 graus, 67,5 para cada lado da popa. A luz de reboque é amarela com o mesmo sector de popa.
Uma luz todo o horizonte cobre 360 graus. O desenho mantém bombordo à esquerda quando a proa aponta para cima.
Luz de mastro é um termo definido; não significa necessariamente a lanterna no topo físico do mastro de um veleiro. A Regra 21 admite combinar luzes de bordo numa lanterna para menos de 20 metros, dentro das condições indicadas.
Alcance na Regra 22 é especificado por luz e comprimento; não garante detecção naquela distância em qualquer meteorologia. Por exemplo, para menos de 12 metros a luz de bordo tem mínimo de uma milha e mastro, popa ou todo o horizonte de duas.
O resto da instalação e as alternativas legais não se deduzem desses números.
Regras 23–25: propulsão, reboque e vela
A Regra 23 trata propulsão mecânica a navegar, incluindo alternativas condicionadas para menos de 12 metros e para menos de 7 metros com velocidade máxima não superior a 7 nós. A Regra 24 trata reboque, empurrar, unidades compostas e objectos pouco visíveis, com condições e excepções próprias.
A Regra 25 trata vela e remos: luzes de bordo e popa, combinação permitida no topo para vela de menos de 20 metros, e outras possibilidades condicionadas. A combinação tricolor não se usa em conjunto com as luzes todo o horizonte vermelha sobre verde da alínea (c).
Regras 26–31: actividade e circunstâncias especiais
A Regra 26 distingue arrasto, outra pesca e aparelhos afastados; a Regra 27 distingue desgovernado, manobra reduzida, dragagem, mergulho e desminagem. A Regra 28 permite sinais adicionais de condicionado pelo calado; a Regra 29 trata serviço de pilotagem.
A Regra 30 separa fundeio e encalhe, com limiares de comprimento e condições para excepções. A Regra 31 contempla hidroaviões e WIG quando a configuração prescrita é impraticável.
